Engineering and Legal Arguments Against FTR laws

I have written up the engineering and legal arguments for repeal of the
cyclist-FTR laws. The engineering considerations show that those laws
only rarely create opportunities for motorists to overtake. The legal
considerations show that the FTR laws have already been repealed by
