I agree with Ivars and Michael. Only cleaning should be required.
If it is still not turning freely when everything is clean, then look closely at the area just under the paddle wheel. I have had transducers that have leaked internally and the circuit inside has swelled up so that the paddle wheel touches the body. If this is the case, I am afraid the conditional is terminal.
The instructions say to only use water based antifouling paint on the transducer. It is very hard to find here in Australia, so most yards just put a very fine coat of whatever they are using on the hull. If there is too much exposure to the solvents in the paint, then that will damage the plastic of the transducer.
