Zend studio is not free. But you can manage it from senior brothers.  you can also give a try in Trial version.

"NuSphere PhpED" is my favorite PHP IDE because , it is very easy to debug code using NuSphere PhpED.

It varies person to person. But if you use windows then Dreamwaver is
well for web designers, aptana studio is good for coding php,
javascript. There is another ide for php is zend studio. And netbeans
has a great feature for php, Javascript. Choice is yours.
But my point of view I think netbeans is the best for only php coding
not for designing both for linux and windows user.
