He's going to register email users. A national email registry. Should
cost a couple of trillion. This was the recommendation of the two year
task force on spam by the federal government. Good job Martin,
registering stuff makes it go away.

mail servers. It's very simple and unsecure. Try it sometime. Run the
windows command prompt and type telnet shawmail.gv.shaw.net 25. Type
MAIL FROM: what...@whatever.com
RCPT TO: what...@whatever.com
DATA
your message

The message part ends with a dot. Presto you've sent an email. No checks
are done on the from address other than to see if you are origonating
from the domain in your email. You'd have a hard time taxing this system.

how do you tax somebody who isn't living here? you would have to
institute the tax world wide

the ptroblem with this approach is that it is relatively easy for
anybody who wants to sell something to have an offshore spammer do the
dirty work.

One thing that might help is to fine anybody who is advertising
canadian products and services through spam. it wouldn't keep the
breast enlargement ads to men annd penis enlargemnet ads to women
away, but it would reduce targeted spam

That works for Shaw clients but generally ISPs block access outside of their
own subnets. Depending on how mail relay logging is configured sending an
e-mail will generate an entry containing the IP address, timestamp, etc,
which can be cross-referenced to DHCP lease logs, user authentication logs,
access logs, etc. Mail Relays can also be configured so the user has to
authenticate to the mail relay itself but generally ISPs don't bother
because they already control access to their own subnets. Trust me... if an
ISP wanted to track your every e-mail and every single byte sent to or from
your PC, it isn't difficult at all.

Why not a tax on breathing too? There are literally at least two dozen
more active and passive things that we do everyday that could be
taxed. Why not go away and write down a few that seem like good ideas

Leaving a mail relay open is a big no-no and will most likely get it
blacklisted.
