Good information.
There are many possible problems which come around this hacking.

1. Most Cambodian websites are powered by Open Source CMS like Joomla, WordPress.
There applications are popular which are targeted by Hacker Team. Remember that all applications alway have security hole. To make it secured, website developers need to update to the secured one. Frequently check these open source CMS is the best solution.

2. It may cause from the owner or developer of the website. His/Her computer has been effected by virus. Access or edit website should come from the secured computer. Never put password in Gmail, Yahoo, Hotmail account. It is very dagerious.

3. It may come from system administrator.

However, I think that 1 and 2 are considered to be problems which brought to the successful hacking.

P.S Currently, http://www.num.edu.kh/events_details.php?id=80 has been hacked by Kingkill.
I think NUM webmaster doen't know about this.

That is very sad news to hear that.  I don't have much experience how to investigate the hackers. But I just would like to share if you want your website to be secured by using CMS to develop. I would suggest you to consider TYPO3 CMS ( http://typo3.org/teams/security ) which I have never heard about this problem since I have been working with it.

Anyway, hopefully the problem will be solved soon.
