Background - Why this course?
The enjoyment of the highest attainable standard of health as a
fundamental right of every human being ("the right to health") was
first enshrined in WHO's Constitution in 1946. Since then, the right
to health has been enshrined in numerous international and regional
human rights treaties as well as national constitutions all over the
world. Other key health-related human rights include freedom from
discrimination and the rights to participation, education and
information. Overarching principles integral to a human rights based
approach to health include transparency and accountability.
Every country in the world is now party to at least one human rights
treaty that recognizes health-related human rights. This means that
governments have committed themselves to various human rights
obligations relevant to health. Public health actions should strive
to promote and reinforce those human rights obligations.
Course objectives
- The learning objectives of this course are to build the
capacity of participants to:
- Recognize the key linkages between health and human rights
- Understand the legal framework for international human rights
- Analyze and assess public health policies and programmes from
a human rights perspective
- Apply a human rights-based approach to their own work
- Design human rights-based health strategies
- Identify key mechanisms
Target group
For many years, human rights remained largely the concern of
specialist lawyers. In recent years, however, there is increased
recognition in the public health community that human rights provide
a useful framework and guide for action aimed at ensuring the
conditions in which people can be healthy. There is also increased
understanding, within the human rights community, how public health
contributes to the realization of the right to health and other
health-related human rights.
This online training intends to generate increased clarity and
understanding about the important synergy between health and human
rights. It is developed with a broad target audience in mind
including public health and human rights practitioners,
representatives of ministries of health, national human rights
institutions, civil society, United Nations
staff from WHO and other UN agencies. We especially invite
participants coming from Cameroon, Kenya, Malawi, Rwanda and
Tanzania. All five countries are priority countries of German
development cooperation in health.
