Gratuity

Dear Sir

You are aware that for Bank employees Gratuity is revised wef 28.03.2018, where as for Central Govt employees it is from the retrospective date ie 01.01.2016. The anomaly is said to be due to Gazette notification date. It is not understandable. Please explain. Why it cannot be same for all.
