Additional Sick Leave for 90 days in 8th Joint note

Dear ALL,

As per 8th Joint Note for officers Sick leave for 90days i.e. 30 days for service beyond 30 years of service provided with maximum of 3 months. Here I want to share that No effective date mention in 8th Joint note but in workmen case it has been mentioned 01.11.2020. I attach herewith the relevant para. Please guide what should be effective date for this particular clause if not given any date of effect? copy of circular if any Bank has implemented it from 01.11.2017.
