My fave section has got the by the grotesquely fraudulent
ridership "projections" of slide 13:

To note: a 24.5% increased in "ridership" "projections" "obtained"
by extending the year out 5 years represents an incessant annualised
growth of 4.5%.

In contrast BART's year-to-year system-wide growths for the period
FY96 to FY05 including the dot-com bubble were (from BART FY2006
SRTP/CIP figure 7):
+4.8% +1.8% +5.0% +11.3% +6.9% -6.3% -5.0% +3.9% +1.4%
-- a nine-year average of 2.5%.
BART's five-year average system-wide growths for the periods
FY96-FY00 to FY00-FY05 were
+5.9% +3.6% +2.2% +1.9% +0.0%
In other words, VTA's "projections" require BART extension ridership
to grow year-to-year at approximately the rate only seen to the peak
of the dot-com bubble.

Compare and contrast and then try to come up with any
possible explanation other than "clear cut, unambiguous,
egregious, outright fraud perpetrated by agency officials,
contractors, elected officials and local trade groups"
which could explain the disparities between ground truth
and ridership "projections":
