I don't understand why they didn't keep him on the ground, in an
arm-lock, until police arrived. I would never have let him get back on
his feet, and certainly not have let him grab something and start
walking/running away. She had enough moxie to blast into him to knock
him off the bike. I'm sure she would have had plenty of help holding
him on the ground, if she had just asked the people around her to help,
and asked for someone to call 911.

=v= There's a comments thread. The thief claimed to have
a knife, which did the trick of scaring people. However,
the thief left his own bike behind, which in theory the SFPD
could do some sort of forensics on if _CSI_ reflected actual
police work.

That only matters after he got up. If they had tackled him while he was
still down and off the bike, they could have put him in an armlock
before he could even think of going for a knife.
