Was there any logic why refedit doesn't work in some cases and works on
other cases?
I have 2 identical detail drawings; I was able to use this command to edit a
text (which was originally MTEXT) on one and got a "Selected Xref Block is
NOT editable." message on other (MTEXT again).

Perhaps the layer was locked?
Xref in use by another AutoCAD session?

Or there are options under EXPRESS => LAYER MANAGER in the XREF-file. You just can edit it when you delete the name in the Layer-Manager.
