Hi Erica, Did you sort it out? It seemed like you had the answer in the question - the book needs a release state too. I haven't worked much with Release States and I wanted to experiment and then answer you but I didn't get a chance.

assigned release states?
A general note/rant....it would be good if Author-IT could put a list
of all their possible error messages in one place on their
knowledgebase, and the meanings of the messages with possible
solutions. Some of the error messages do not provide any clue as to
where or how to fix problems. Anyone else with me on this?
