I'm wondering which species of oak the live oak decline or live oak wilt
affects. For example, does it also affect post, pin, red, bur, blackjack,
or chinquapin oaks? Or is it strictly limited to live oaks?

My understanding is that it also affects red oaks as well. I don't think
Burr Oaks are susceptible, but I could be mistaken. (Shumardi is a Red)

I believe the Red Oak is most susceptible, Live Oak in the middle, and some
other oaks less susceptible. One of the gov't agencies around town offers
brochures on how to identify oak wilt (very different on different varieties)
and which are the safer oaks to plant now. Of course the nicest looking ones
tend to be the most susceptible...
