1. Aboriginal Elder, Robert Alan Thorpe, to take on the Whiteman's
Judicial corruption and perverting of the Rule of Law, by using the
Whiteman's own laws: Thorpe & Pham vs Lulham, Wenthworth, VCAT & Ors,
S CI 2013 0093; S CI 2013 0092;

2. You just cannot let some poor Refugee such as myself tackle the
Whiteman's conspiracy to pervert his own laws, and international laws;

3. Refugees with dyslexia and posttraumatic syndrome, just cannot
learn that you cannot save the Whiteman from himself, and you cannot
find justice in the Whiteman's kangaroo courts;

4. Too much schoolyard bullies in the Whiteman's Kangaroo Courts;

5. Is that why dishonorable judges conspire and collude with inept
lawyers and barristers in order to pervert the Rule of Law?

6. We will deal with the High Court Australia and the Human Rights
(and Equal Opportunity [sic]) Commission soon enough, maybe even
tomorrow;

7. For those fighting the cause of Trial by Jury there is no better
time than now to make your case, when this Refugee is pressing charges
of judicial corruption against the Supreme Court Victoria and the
Court of Appeals, and the High Court Australia and the Human Rights
(and Equal Opportunity [sic]) Commission;

3. I have been assisting Mr Le Tuan Pham in the matter and in
drafting up his documents;

4. The Prothonotary and the Coordinator for Unrepresented
Litigant Mr Shane Draper made Mr Pham modify the names of the
Applicants and Respondents under duress;

5. I believe that this is against procedure and an attempt to
prejudice the case;

6. Pursuant to Administrative Law Act 1978 - SECT 3,

Tribunal decisions may be reviewed

Any person affected by a decision of a tribunal may make application

(hereinafter called an application for review) to the Supreme Court
for an

order calling on the tribunal or the members thereof (hereinafter
called an

order for review) and also any party interested in maintaining the
decision to

show cause why the same should not be reviewed.



7. I feel offended, insulted and hurt that the Associate Judge
Nemeer Mukhtar labelled me as an Aborigines man a moron and that I
cannot read the Whiteman’s laws,

8. and that I have no intelligence;

9. and that I have been denied the opportunity to be heard in the
whiteman’s courts, yet again;

10. I therefore am applying for an order to reinsert ALL Applicants
and ALL Respondents into the current proceeding;

11. I and the Aborigines First Nations persons and or peoples who
have been affected by improper administrative and judicial conduct, in
an attempt to harm and dispossess;

12. I and the Aborigines First Nations persons and or peoples have
standing to sue, in any and all judicial review under the
Administrative Law Act 197, inter alia;

13. I allege that there is a collusion between the President, Deputy
Presidents, Senior/Members, and the Registry staff to engage in
conduct to harass, discriminate and vilify Mr Pham and the Refugees in
addition to the First Nations peoples,

14. and to cause physical and mental harm to such defenceless
peoples;

15. I seek and order to include the Real Estate agent Mr Tony Rachele
in the proceedings,

16. I was helping Mr Le Tuan Pham move his possessions and belongings
from 21 Virginia St, Springvale;

17. Mr Le Tuan Pham was having shortness of breath;

18. I was sitting in the Mercedes at the time; I saw Mr Tony Rachele
attack Mr Pham and throw his possessions and belongings into the front
yard;

19. I recorded the proceedings on my phone;

20. In the event that there is a Writ of Mandamus, or such measures,
against Deputy President I Lulham and Member Wentworth, then the
Principal Registrar and or the President of VCAT, should be included
in such orders.

21. The individual members will be listed so as NOT to taint any part
of the good name of VCAT and honourable members.

9. For the Law students and Human Rights Defenders, The legal
information is provided by Barrister Fiona McKenzie; it is the use of
Judicial review to prosecute Tribunals and Government officials, under
the Victorian Administrative Law Act 1978 ( other states and ADJR Act
(cth) is available;

10. You will note that GSO Counsels and Supreme Court Judges and Court
of Appeal have now continuously ignored the Charter, after all it is
only Aborgines and Refugees. Well we combine it with the ALA, and VCAT
Act as well.
