FOR John Brumby it was the perfect storm: a drunken AFL player attacking an
Indian cab driver on grand final eve in Melbourne.
And all smack in the middle of his Indian charm offensive.
The Victorian Premier did his best to play down the early-morning incident
yesterday, in which Essendon footballer Michael Hurley allegedly attacked an
Indian cab driver after refusing to pay his fare. Mr Brumby dismissed the
timing as "irrelevant".
"It's an incident between a passenger and a taxi driver," Mr Brumby said in
Delhi yesterday.
"In a sense it makes this visit more important: it shows that if you're
involved in an incident in Victoria, you will be apprehended."
In reality, the timing could not have been worse for the visiting Premier,
before a packed schedule of appointments yesterday with Indian ministers,
business people and the opening of a photographic exhibition emphasising
Victoria's multiculturalism.
Hurley, 19, was taken in for questioning by Victoria Police following a
clash with an Indian taxi driver in the inner-city suburb of Richmond in the
early hours of Friday morning. He was later released without charge.
The promising young footballer reportedly flagged down the taxi about 5.30am
after a night of drinking in a Melbourne nightclub but allegedly turned
violent towards the driver -- punching him and kicking him in the groin --
after leaving the car without paying to get food at a fast food outlet.
Victorian Taxi Association chief executive Neil Sach said last night Hurley
had deliberately knocked the turban off the head of the driver -- an action
that carries racial overtones and is greatly offensive to Sikh men.
Essendon managing director Peter Jackson confirmed the club had spoken to
Hurley and police and that it was "extremely disappointed" in Hurley's
behaviour.
The latest incident has done nothing to allay rising Indian scepticism over
the assurances by a succession of visiting Australian politicians in recent
weeks that Indians are safe and welcome in Australia.
Mr Brumby has conceded the recent spate of assaults on Indian students in
Victoria has damaged the state's reputation. He opted to miss today's AFL
grand final in order to try to mend fences.

The context for my presently writing to the NSW police relates to claim
of costs associated to loss of personal property as burglary and theft
following their intervention as arrest of me on 2009.9.2 being
premeditated by a statement of �care and concern� expressed by my former
General Practitioner Doctor Mark Bloch as his response to documents
served upon him and statements made by me.
This conduct must be viewed in light of an earlier conspicuous,
determined and deliberative protest action of 1999.8.21 by me as Dolf
Leendert BOEK against instances of gay persecution by the Victoria
Police following their investigation into the identity of unknown
persons responsible for the systematic divulging of organisational
abuses which appeared in The Age Newspaper over several years prior.

This contemporaneous perspective is consistent with those expressed by
my document as draft, relating to my present life circumstance from the
perspective of Internet vitriol as slander and religious values based
persecution, which was then served on Doctor Mark Bloch and is perhaps
the cause of my being unnecessarily and falsely characterised:

I have some 3 weeks later on 25 September 2009 replaced the computing
equipment (to which the Tax Invoice of that date applies) that was
subsequently stolen from my home address following attendance by the New
South Wales and Darlinghurst Psychiatric Crisis Management who attended
there on 2 September 2009.
On this date I also attended with my former General Practitioner Robert
Finlayson of Taylor Square Private clinic situated 393 Bourke Street
Darlinghurst NSW 2010 in relation to progress on a wart virus infection
on the back of my hands as advice similarly sought the year prior in
April 2008 and multiple times from Dr Mark BLOCH. At my last
appointment of 31 August 2009 with Doctor BLOCH, I had following what
seemed like unnecessary protracted delays and uneventful and costly
specialist consultations for an affliction of 3 years prior, finally
received a prescription for an expensive cream to provide alleviation.
I expressed my concerns to the Doctor for his sadistic meagre response
as apathy.
Furthermore, I showed Doctor BLOCH a GAYDAR profile of a gay male person
who is the individual related to the earlier COPS Event number
E:73169202 of 1004 hours 2009.7.27 and asked whether this person was
known to him. Had that been the circumstance where Doctor BLOCH knew
him, it would have resulted in an immediate cessation of his services as
my General Practitioner.
Aspersions have consequently been falsely made of my document writing in
relation to the articulation of religious and philosophical belief as
being delusional and that �I made threats to other persons and am a
danger to both themselves and my self� as psychotic episode and the
grounds for my arrest and lodgement in a psychiatric reception facility
for a period of 3 weeks to enable diagnosis to be undertaken. I tested
the notion of presumption at the tribunal hearing of 23 September
because whilst the MRI showed some results which can be explained by
lifestyle, the science is still out on the viral load spike of only 5650
and whether the cerebral fluid has equivalent if any and that I am being
subject to HIV/AIDS impunity of my autonomic and HAN natural and common
law rights by medical hysteria. The results of medical tests which I had
obtained from Doctor BLOCH, were mischievously conveyed as an instance
of HIV discrimination associated with the slander that I was being
reckless in my 24 years of HIV management and that I [am] afflicted with
AIDS related dementia.
There were no grounds for my arrest of 2 September 2009 and the police
failed to secure my property whilst I was made an involuntary
psychiatric patient subject to administrative process as the pleasure of
the State. It was possible, as the accompanying note conveys: �Dolf Jed
wer are u. Call me ASAP. Wot hapend to the door� for individuals to
subsequently access the property with a moderate effect of force applied
to the unsecured door.
Accordingly I am seeking an explanation from Doctor Mark BLOCH for his
false characterisation of me and my philosophical/religious perspectives
and an apology for a wrongful diagnosis given some 12 years prior.
Furthermore I am seeking recovery of costs from the New South Wales
Police service in relation to the $7,528 computing costs and $5,000
(still to be verified by receipts) for the bicycle as property stolen.

SYDNEY (Reuters) - Australia condemned on Monday the killing of an
Indian student in Melbourne, as India called for an end to the spate
of attacks against Indian students which has damaged Australia's multi-
million dollar foreign student sector.
Accounting graduate Nitin Garg, 21, originally from the state of
Punjab in northern India, was stabbed to death on Saturday night on
his way to a job at a fast food outlet in Melbourne.
Police said the motive for the attack, which they described as
vicious, was not known.
Indian media have labeled the series of attacks against Indian
students in Australia as racist, but police and the Australian
government have said the attacks are purely criminal.
"I obviously unreservedly condemn this attack," said Australian Deputy
Prime Minister Julia Gillard.
"This is a nation that welcomes international students. We want to
make them welcome, this is a welcoming and accepting country," Gillard
told reporters on Monday.
Indian External Affairs Minister S.M. Krishna on Sunday issued a
statement condemning the "brutal attack," with Indian media reporting
him warning the attacks were creating "deep anger" in India and could
have a "bearing on bilateral ties."
"There is extreme shock and fear and anger," Gautam Gupta, president
of the Federation of Indian Students of Australia, told local radio on
Monday.
Australia's international student sector is the country's third
largest export earner, behind coal and iron ore, totaling A$13 billion
($11.7 billion) in 2007-08.
Attacks against Indian students in 2009, mainly in Melbourne, led to
violent protests by students and strained bilateral ties, prompting
Gillard and other Australian ministers to visit India to assure that
all was being done to stop the attacks.
Australian universities also sought to reassure students and their
families that Australia was a safe place to study.
But a recent study forecast a 20 percent drop in Indian students in
2010, costing A$78 million, due to the attacks.
The study by The Tourism Forecasting Committee forecast 4,000 fewer
Indian students, a fall of 21 percent compared with a 35 percent rise
in 2009. Indian student numbers in Australia had risen at an average
annual rate of around 41 percent since 2002.
In 2009, there were more than 70,000 Indians studying in Australia.
Australia is a major destination for Indian students studying abroad,
who recognize the cost competitiveness of Australian education
services.
