letter from Mr Piccoli yesterday, and that documents will be referred
to the NSW Police Force and the Australian Securities and Investments
Commission.

The DPP will formulate charges. Looks to me like Embezzlement which is
a kind of financial fraud.
The property next to me was according to ICAC bought with money ($2.4
million) obtained by embezzlement of the NSWFB. The matter has been
handed to the DPP in 2006 who are still looking into formulating
charges

If only you had any idea of what embezzlement means. It refers to the process of an employee dishonestly taking his or her employer's money. It can't be simple stealing, because stealing requires the offender obtaining possession dishonestly. Where employees obtain possession honestly, as part of their employment, but then dishonestly take it as their own, it can't be simple stealing. So, the legislature created a statutory offence of embezzlement to cover the case of employees who obtain possession lawfully, but who then dishonestly take the employer's money.
You formulated the subject. It's nonsense to talk about an employee "embezzling" money from NSW Education, or anyone other than the employer.

If an employee did embezzled money from the NSWFB, that might be so. But, I rather suspect that the employee didn't get possession of $2.4m of the NSWFB's money. They might have been in a position to obtain those funds, whether by drawing a cheque or making an electronic transfer dishonestly. That kind of fraud by an employee isn't strictly embezzlement either.

Australian Securities and Investments Commission. So, we might well see some
one day. But knowing the PC mentality of Labor towards Islamic groups, I
wont be holding my breath.

Which explain why we got 8 billion dollars worth of work for 16 billion

BTW I'm familiar with this school. Don't go anywhere near it between 8 and 9am and 2 and 4pm as the traffic generated by the school is a nightmare. Thankfully, there is a nearby shopping centre car park, which relieves the traffic congestion a little, as it is use as a the school car park. During the rush school rush hours, you be forgiven for thinking you were in downtown Beirut or Baghdad.
