THE AGE NEWSPAPER 9/2/06:
The Howard Government has developed the process of quarantining ministers
from unwelcome news by surrounding them with political advisers able to
block written or oral briefings from reaching the minister.
One of the iron laws of politics is for governments never to initiate an
inquiry unless the outcome is known and the person conducting the inquiry is
seen as reliable. The main purpose of the Cole inquiry into the AWB's
marketing of wheat in Iraq, as far as the Government is concerned, is to
find that there is no proof that the Government knew that the AWB was
offering kickbacks to Saddam Hussein's regime to sustain its 60 per cent
share of the lucrative Iraqi wheat market in the face of UN-sponsored
sanctions.
The US turned a blind eye to the sanction-busting oil black market that
developed across the border to Jordan and Turkey because this helped keep
both countries on the side of the West and contributed to stabilising global
oil prices. Without the sanctions, Iraq probably would not have had the
incentive to pay an inflated price for Australian wheat. And the kickbacks,
in the form of inflated transport costs, might have been held to deniable
levels until it became clear to the Iraqis that Australia supported US plans
to invade Iraq in 2003.
According to industry sources, the benefit to Australian wheatgrowers of the
higher prices on the Iraq market between 1999 and 2003 was about $700
million after taking into account kickbacks of $300 million.
Alexander Downer's department is known as the Department of Foreign Affairs
and Trade. Throughout this time DFAT had a Trade Commissioner in Baghdad.
One of his jobs is to gather intelligence on the wheat trade through
contacts in the relevant Iraqi ministries and AWB executives passing through
Baghdad.
There are desk officers in DFAT and the Department of Agriculture whose job
it is to monitor commodity prices and who could not have avoided seeing the
divergence between the prices received by AWB compared with market prices.
It is their job to find out why the price discrepancies occurred and to pass
that information to the minister.
As well, there is provision under the AWB act for a government-appointed
director on the AWB whose job essentially involves being the eyes and ears
of Trade Minister Mark Vaile. If he did not do his job, the responsibility
lies with the Government, not the AWB.
Wheat sales to Iraq were insured through the Export Finance Insurance
Corporation under "national interest" cover in which the risk is transferred
to the taxpayer through the
government as a whole. According to a former deputy secretary of the Finance
Department, Stephen Bartos, approval for this type of cover involves
Treasury and Finance as well as DFAT and Agriculture departmental officials
and usually results in disagreement that has to be resolved at the
ministerial level.
The Government gives the appearance that it is confident the Cole inquiry
will not find a smoking gun in the form of written memos proving the
Government's knowledge of the kickbacks. The electorate should be very
afraid because it would provide evidence that the Commonwealth bureaucracy
is politicised from top to bottom so that the first line of defence against
bad government - a professional public service that sees its duty to provide
independent advice to government and which is prepared to create a paper
trail, especially where the Government is prepared to recklessly ignore
advice - has been largely trashed over the past decade.
It is plain as a pikestaff that the greater the willingness of Australia to
bang the drum in favour of US policies in the Middle East, the greater the
pressure on the AWB to pay kickbacks to hold the market and the more certain
their size would lead to eventual exposure. At least we can say that from
the beginning of the sanctions, the Government prepared itself for this
eventuality.
It may have even asked what the consequences would be if the Government had
directed the AWB not to offer kickbacks. It is a reasonable assumption that
Australia would have lost the market, probably to France. Even if the wheat
had got a market at the world price,
Australia's 32,000 wheat farmers would have lost more than $20,000 each.
What if Australia hadn't joined the "coalition of the willing"? Arguably,
Australia would not now be a terrorist target and would have much more
secure wheat markets in the Middle East and other Islamic countries such as
Indonesia, Pakistan and Malaysia.
The UN sanctions following Gulf War I were replaced by the oil-for-food
program, which was supported mainly by the United States and Britain as a
means of fomenting internal revolution against the Saddam regime. Instead,
the sanctions and the program
led to widespread misery - including the deaths of hundreds of thousands of
children
- and helped sustain Saddam's regime by creating a common external enemy.
Nobody has clean hands when it comes to sanctions and sanctions-busting
except for
two senior UN officials who headed the program but resigned, describing its
effects as a form of genocide.
It is the Government's job to police sanctions. It is the AWB's function to
maximise returns to growers in the face of heavily subsidized competition
from the US and the EU. If the Government refuses to see what is happening
before its eyes, what is the unwritten signal being sent by the Government
and how is the AWB expected to respond?
Any government worthy of the name would tough out the findings of the
Volcker report
instead of hanging the AWB out to dry through a hostile inquiry. Australia's
competitors
want the Government to revoke the AWB's single desk export monopoly. So do
the competition fetishists in the Liberal Party. God help us if we have to
rely on the Nationals to protect the national interest."

I think secret societies have much less power these days than they may
have had in the ages before the global media existed. Nowadays, what
with whistle-blowers, the anonymity afforded by the internet, the
ability to use numerous forms of communication, if anybody is doing

There are 33 different degrees in freemasonry, and each one is
conferred on the initiate according to how well he performs at the
level he's at.

that the UGLE has no authority in any other Grand jurisdiction.

So, let me get this straight .. a Mason "wouldn't know" unless he
got there, but a "former BBC journalist" *would* know even if he
hasn't.
How does that work, pray tell?
Incidentally, there are not "33 levels" in Freemasonry. One of
the oragnisations open to Master Masons has numbered degrees
that go up to 33 (they have names as well, but they're numbered
because numbers are easier to remember).
There are other similar organisations with other degrees. The
groups are no or less important than the other, and no more
important than the three degrees of the lodge.
Each one is not necessarily conferred on the initiate. In Australia,
where you are, someone joining the Scottish Rite starts at 18. The
degrees 4 through 17 are not conferred.
