I am looking at hand painting some black and white prints

What is the best technique

I have heard of people using food dyes but not done so myself. I have
used very diluted water colours and also purpose made photo retouching
dyes, both worked very well. I would suggest you try a few methods to
perfect the look you want.

I strongly suggest starting out with Marshall's pencils and, after
gaining some practice and skill, move on to oils.

I also suggest checking the archive at RIT Photoforum. There are
several documents there that are helpful guides to getting started.
