Varys with the system. The better systems will
shut down when the cpu temp gets too high.
The shit will kill the cpu.

Depends on the system again. Modern systems
can usually monitor the cpu fan speed, either in
the bios or using a ute like MBM etc.
The fan rotating is only half the story. It can get so
badly clogged with fur that it doesnt cool very well
even if its still spinning. You can monitor the cpu temp
the same way as the fan speed with most modern
systems and see what the temperaturing is getting too.

It is a bit tricky. You can kill the cpu
if you dont know what you are doing.
As Rod said, it depends on the system. A good machine will shut itself
down when it overheats, then will not start back up again until it's
cooled off.
If you want to be really sure, you'll have to take the cover off the
machine and have a look.
If you're in Canberra, I'll come around make sure it's all working for a
