Win 7 desktop icons locked

A friend of mine is running Win7 Premium, occasionally he cant start
programs from the desktop - the icons are 'locked', (CPU usage seems to be
very high at this point), but he can start them thru the start button.
Any ideas?

sounds to me like anothe "dated"r computer Microsoft have made
redundant so you buy a new one so they can sell another operating

1. Insufficient memory,
2. Misconfigured virtual memory (AKA "swap file"),
3. Bloatware (either installed at the factory or by your friend),
4. Malware or virus infection

If your friend's not very "computer savvy," #3 will be a given and #4 will
be extremely likely.

There are no applications running, many processes, but how can you tell
which one is using all the CPU?
