"NBN Co has maintained that it is on track to meet its target of 54,300
premises passed by the end of the year, despite the figure currently
sitting at 32,295".
http://www.itnews.com.au/News/319448,nbn-co-defends-rollout-progress....

Let's rephrase that:
NBN Co has maintained that it is on track to meet its target of 0.5% of
*premises* *passed* by the end of the year, despite the figure currently
sitting at 0.3%.

Continuing the garbage...
"NBN Co cited recent figures that active connections stood at 24,000,
consisting 17,000 interim satellite users, 600 fixed wireless users, and
6400 fibre customers".

Let's rephrase that:
...24,000 active connections consisting of 71% connected to the interim
satellite network (built by the Coalition) - 600 (or 2.5%) were
connected to fixed wireless and only 6,400 (27%) connected to fibre.

...NBNCo didn't say how many of the *active* connections were *paying*
customers.

Should that be ""passed by", by the end of the year"?

You are sharp! I missed that completely.

No, it probably means that the 'end of the year' has passed the homes.

They didn't say that 9,945,700 homes will be passed by the 'end of the
year' as that would give the game away.

If you look at NBNCo's press release...
http://www.nbnco.com.au/assets/media-releases/2012/eighteen-month-cou...

...half of the suburbs are in Tasmania, 6 out of 12.

Tasmania was already underway - in an existing program. So this
announcement covers only half the areas of 25,000 homes over 18 months.

You are looking at the last suburbs which have a chance of being fibred.
The Coalition will undoubtedly revisit this whole program.

Will Tony Abbott visit NBNCo next?

Imagine what chatter will follow from the chorus of monkeys 'leading'
the ALP.
