Actually, the Arora project on Launchpad has already been created by
Janusz Lewandowski for reference:

Launchpad is currently closed source but is going to be opened soon:

There are several nice things about Launchpad that Google Code lacks
in but there are particular two that I really like:
- one is the already mentioned interaction with outside bug trackers
(see: https://help.launchpad.net/Bugs/RemoteTrackerCoverage)
- second is Rosetta: a web-based interface for translations which
would simplify collaboration between translators.
the only issue is that it doesn't support the .ts format, there is an
open task ticket: https://bugs.launchpad.net/rosetta/+bug/68959
if we moved, we would have to convert translations to .po format, push
them up to rosetta one week before releasing and then convert them
