  As a company we refuse to hook up to an underground fire line that we did not supervise the installation, testing or flushing. Per our license and the Arkansas Fire Protection Board Rules and Regulations the fire sprinkler contractor takes all liability for all the underground fire lines. By us taking issue and with the backup of the licensing laws, we have forced the installing contractor to perform the necessary requirements. We place a bag over the flushing outlet to catch what debris has been in the underground pipes. The amount of rock and other material is staggering. Had we just hooked our sprinkler pipe up to the underground we would have allowed this material into our system. We have the rules and regs in place. It is up to the contractor to see that they are enforced. I don&#39;t know of any company wanting to accept the fact that this type of debris can block sprinkler heads and the liability that goes with it. If something like this goes to court, I guarantee that since it is under our license and is our responsibility, the sprinkler contractor will be found liable no matter who put it in. We just finished a job flushing interior sprinkler pipes on a system that we did not install because the underground had not been properly flushed. It cost the General considerably. I don&#39;t believe that it will happen on any of his future jobs. So my answer is, if the Fire Marshal is having problems with underground fire lines, look to the one with the license. The Fire Sprinkler Contractor under the present Arkansas Fire Protection Licensing Board is responsible. As it should be.

  This problem has existed since the &amp;quot;law&amp;quot; was created requiring licensed sprinkler contractors to install UG piping and will remain a problem as long as there is little to no enforcement. It is like setting the speed limit by law without having hired speed regulators. Also, it is my opinion that the regulation of this is requirement should not rest on the shoulders of the local fire officials rather, the local water purveyor. When the proper licensure and/or permitting is scrutinized to the point where the owner &amp;quot;gets no water&amp;quot;, then we&#39;ll be chewing on the right bone.
