With the Chairman of the Codes Committee, Joe Lentol on our side, the
only way to move the bill forward would be if the Speaker of the
Assembly, Sheldon Silver, forced the bill to the floor for a vote, and
this is undoubtedly the route the opposition will attempt. With all
other progress blocked, Speaker Silver is the only man who could
permit the bill to move forward… and thus he must hear from us.

If – and ONLY if – you are a New York Resident, please contact NYS
Assembly Speaker Sheldon Silver and ask him not to allow this bill to
reach the Assembly floor. There is text provided for you, but as
always adding your own heartfelt and polite message is always more
effective. Please do this ONLY if you are a New York State resident,
as the legislature in NY is known to be sensitive to the interference
of “outsiders”; click here to send pre-addressed form with letter to

For those outside of New York who want to register your voice, there
are three things you can and should do:

"thank you on behalf of all the voiceless animals who cannot speak for
themselves. This regressive bill being foisted on the animal-loving
community of NYS would set a horrible precedent across the nation,
emboldening and empowering regressive shelters and abusive shelter
directors with even more power to do the WRONG thing. Thank you for

Nathan Winograd update on Quick Kill bill

Thank you to all who are helping to fight this repulsive legislation
introduced by the ASPCA…

I am very grateful and relieved that NYS Assembly Codes Committee
Chair and animal lover Joseph Lentol has indicated he has grave
concerns about the "Quick Kill" bill and will not report it out of
committee: "Those who have voiced their opposition against this bill
have raised legitimate questions and I, too, am concerned. Therefore,
I do not intend to report this legislation at this time. I believe a
great deal more study and work must be done on this issue before
legislation can be moved to the floor.” http://on.fb.me/xyLStb

My letter to him, which was sent both by email and snail mail, is
attached. While this is good news, it does not mean the fight is
completely over. There are mechanisms to force it out of committee and
the ASPCA will go that route. Since they will continue to push it, we
are not going to end this fight until the legislature adjourns for the
year.  See above for action needed NOW!
