I don't think that is possible with aprx without some tweaks - workaround
could be through two different configuration files, a script pinging a
server somewhere in the internet and if there is no answer, config file is
swapped and aprx restarted.
However, I think it is beneficial to digipeat local traffic within certain
limited distance from the igate/digipeater site anyway. If you allow that,
you have no issue. My thinking here is to improve the local APRS service
especially for small handhelds, like VX-8.

It's no problem using APRX as an IGATE and a digipeater and it's in
the documentation.
I'm using the "Viscous" digipeater function and this is very effective
and is not digipeating if other digis has already done the job.
Usually you don't want to delay any APRS packets but as an IGATE and a
Viscous digipeater this could be a good idea and sometimes it's better
using it as a regular digipeater.
Not sure why people is having an RX only IGATE but i would say that as
a minimum enable messages. And usually it's not wanted to gate much
traffic from Internet to RF either.
Other places i'm using APRX as both IGATE and a fill-in digipeater
only triggering on WIDE1-1

I don't use digined.
I'm using APRX as a APRS digipeater and a IGATE at the same time.
Not sure what "connected" packets has to do with APRS. For this i'm
not sure that APRX is working as it's for APRS.
