If Ubuntu machine is a simulated Agent and the phone is the Manager,
you need some HDP application running on the phone, because BlueZ caches
the information of which services are supplied by a given
device, and it won't expose the Health API for a device if it thinks that
it does not support HDP.
Normally it is not necessary to have the Agent running at the pairing
moment, because even though BlueZ in phone caches the same information,
the Agent takes the initiative of connection, and BlueZ HDP does not reject
the connection just because it was 'unexpected'. It is only a problem when
the Manager should take the connection initiative, but it is seldom the
case.
