When I hit view intepreters the python interpreter never shows, even
though I have downloaded it multiple times.  Is this normal ?

When I select add (still in view interpreters mode) it automatically
goes to download even though there are multiple copies, it even does
this when there is no WIFI connection, is there a control menu where I
can point to the previously downloaded version of python ?

Even if I have no internet connection somehow it finds the version of
Python and it shows up in the script menu,  how can I control this
function ?
