As far as I can tell it should run just fine in the emulator.

Here are the steps I use, on a machine running Ubuntu 8.04.3 with
additional packages as described in http://source.android.com/download

repo init -u git://android.git.kernel.org/platform/manifest.git -b eclair
repo sync
. build/envsetup.sh
lunch generic-eng
make
emulator

I can't comment on a future timeline.
