does the current cupcake branch allow for streaming video over the net, i.e., grabbing encoded samples to then send over the network?

No, there are no plans for live streams at this time. That would
require significant upgrades to the OpenCore framework.

if i didn't misread, the cupcake branch has audio streaming capability, though.  correct?

There is support for sourcing or sinking linear PCM audio in Java.
