My user tell me that he use the same image as mine but he don't have
the speech recognition.

Yes, it's a SFR magic "with Google" (original ROM with OTA, bought
"naked" without operator)

That's what I say to my user but without effect (even after reboot)

Mine too.

But I have the speech recognition, even in french (not french speech
recognition but english speech recognition when my locales are in FR)
When I bought my phone, speech recognition was not present and it
appears after some time but I could not identify the reason. I suspect
maybe an installation or an update of some google application (Maps,
Browser maybe which use speech recognition...)
Maybe you should update Map and tell us if the speech recognition work
