I just found there is a /usr/srec/ folder (probably for
"SpeechRECognition") , with "config/en.us/" subfolder on my phone !

So indeed looks like there is something already there for speech
recognition. English US only, as expected.
 I do not know if this would work if I were in English US ? Maybe
there is also another setting missing...
(And I have no English-US choice available in settings, nor with the
little application"Paramètres régionaux" from Market)

Just in case... I also joined  my  /system/build.prop  file
