New mailing list for dev tools development

The core team for the Android dev tools/SDK wanted to have a way to
have discussions in the open about what's going in the dev tools.
This would be for people interested in contributing, to ask questions
and give proposals, but also to follow what the core team is doing.
This would also be for 3rd party tools developers to keep track of the
project so that they can adapt their tools to changes we make and
provide feedback on their needs.
Since this is outside of the scope of android-contrib, we decided to
create a new mailing list specifically for this.
It's called adt-dev and is available here:
http://groups.google.com/group/adt-dev
If you are interested in tooling for Android, feel free to register
(the list is set to moderate first time posters).
