We made a small error in the email that we sent out and used an
incorrect term (we misused the word "percentile").
For clarification, here is what the four quartile scores we sent
through email mean:
1. In the top 25%
These are applications which would have ranked above 75% of the others
(75th percentile) and are thus in the top 25% of all submitted.
2. In the 25th to 50th percentile
This should say "In the top half, below the top 25% of all submitted
applications". Specifically, these are applications which ranked above
50% of the others but less than the top 25%.
3. In the 50th to 75th percentile
This should say, "In the lower half, above the lower 25% of all
submitted applications". Specifically, these are applications which
ranked above 25% of the others but less than the top 50%.
4. In the lower 25%
These are applications which ranked lower than 75% of the others (25th
percentile) and are thus in the lower 25% of all submitted.

all the ADC have bunch of "small errors". But it is of course an
accident.

if you, Google, could be just FAIR, then no "clarification" should be
required.
Where is public official ranking ? Where are judgement comments ?
Why we do not get "raw" scores ? Score 5/10 is clear, but 342,5% of
34234% in 2234% is unclear. But I know, that's the result you need, to
make each of us be more confused.

For all of you; Google's servants; stop "whining" about are demand to
be treaten us as partners of Android success. We worked honestly, and
we deserve some regard.
So, now I abandon my Android projects. We'll see, what happen with
Android within the end of year.
Statistics were not my favorite class. But from what I think you say
here and my understandings of Quartiles I don't see how the following
rankings in my email:
Effective use: In the top 25% of all submitted applications
Polish: In the top 25% of all submitted applications
Indispensability: In the top 25% of all submitted applications
Originality: In the top 25% of all submitted applications
would explain the top 50 rankings. I can only guess that the raw
scores were so *low* overall that the few people who scored big in a
couple areas must have carried them to the finish line. If these were
independent rankings then 1800/4=450 /4=112 /4=28 /4=7 would be
the worst spot one might imagine with this email.
So, I am guessing that the raw scores did play a significant role in
final selection.

OK, so there are certain things one shouldn't do at 2AM. I will now
list 'math' as one of them. Since a score on each area is
independent of the other then really we are picking from the same
bucket of people. So the worst case scenario is that the exact same
25% scored in the top quartile on each evaluation. That would make
the worst rank 436ish. Why does this matter? If my app scored in
the top 25% in all categories what area should i try to improve?
Maybe I should be looking to find one of those "judges that might be
interested" in our apps. hmm...

a judging proces was a disaster!
can't believe that ppl which brought up so briliant idea of bringing
quality software for few dollars came with this.
it was as there was world cup in two rounds.
ok may be they didn't count with so big participation but this?
i have to admit my case is probably one of the worst:
received overall score of 50th to 75th percentile of all submitted
applications (only effective use was in the 25th to 50th) - that means
far from the winner 50. A point is that my application uses same ideas
than one of the winners. Subjectively (at least from about what i got
know about it) my one can cover its functionality and bring more.
To be complete my app was in prototype phase but working to show
ideas. Additionally i provided description readme with it.
that's about my story - loosing motivation for phase 2.
