Is ZIP allowed instead of a README ?

Hi,
I am planning to ZIP a html website as a documentation. The folder will contain a single index.html with images etc included. Is this accepted instead of README ?
I scanned through a bunch of similar question, but was unable to find a response. A quick reply appretiated.
