Maybe you should ask the maintainer of this page. Nexus 4 isn't
supported in AOSP, specifically because of the issue you're bumping
into.

When it comes to AOSP support, Nexus 4 is definitely not "greatest"
(that title is shared between Nexus S and Nexus 10).

Even though they're not worded that way, your questions boil down to
"why doesn't Nexus 4 work better in AOSP?". Such "Why" questions
usually boil down to non-technical reasons. Historically, I can only
think of a single case where the answer for such a question was a
technical reason. Since I'm a technical person, I'm not qualified to
answer such questions. Since this is a technical Google Group, such
questions aren't meant to be asked here.

I followed http://nosemaj.org/howto-build-android-nexus-4

and ended up with boot failure.

I can see google screen with unlocked image at bottom and then blank screen.

fastboot and adb cant detect the device.

Pls help me in thils.

The post  was missing some critical steps. I have updated it. Please feel free to try again, I have verified it is working now.

At a glance your symptoms suggest that you're missing the proprietary binaries (and specifically the GPU ones, without which the system doesn't boot).
