You need to sync prebuilts/misc. The 'bison' directory was added about
three weeks ago. This was done at the same time as the reference to this
binary was changed in build/core/config.mk, so your source workspace
seems a bit out of whack. Run a full sync, and make sure you don't have
any stale topic branches laying around (e.g. topic branches that have
been uploaded for review and therefore won't be rebased by repo).
