I have just setup my dev machine, which is Ubuntu 10.04.3 32bit. I've
successfully build 3.1 or something like mr2 on my machine. Though I
had to modify some makefile lines. I was wondering if ICS would
enforce 64bit dev environment or not? And why we have to use 64bit dev
enviroment to build Android since 2.3 AFAIK. Everything seems to be
fine under 32bit dev environment.

I think it'll be like the current AOSP master, where there's no
explicit enforcement, but if you're on a 32-bit machine you're pretty
much on your own. Note that IceCreamSandwich is much larger and
heavier than Gingerbread, and it's possible in fact that it'll be
reaching the limits of what can fit in a 32-bit process.
