I am fairly new to Google Analytics and I noticed in my map overlay
section that the city Beavorton is listed twice, the 1st with 97
visits and the 2nd with 67 visits. But when I click on either of
these, it shows 164 visits. Do you know why they are being listed
twice? Is it being split depending on which side of the city they are
visiting from? Thank you in advance for your help! I can't seem to
find the answer anywhere.

My guess is yes. The ISP is probably giving out fairly detailed
location information (usually the location of their peering points)
but both are in Beaverton, so are combined under the same city when
you click on it.

Is there any answer from Google? I assume they check IP ranges to
detect the city (like GeoIP). It should be not too difficult to group
cities by country (or by GPS coordinates of the city).

Thanks for bringing this to our attention. Our technical team is aware
of this issue, where duplicate entries for a city can appear in the
Map Overlay report. For now we have enough information to investigate.
In the meantime, thanks for being patient!
