private parks

i live where as property owners we pay into a home owners association.
this allows acsess to our parks. since these parks are considered
privately owned----does the home owners association need to make them
handicapp accsessable? we have some beautiful parks and beautiful
natural springs; if someone were in a wheelchair or needs help to
ambulate with a cane or a walker it make it almost impossible for them
to get there. i don't think it's fair.
