I still take exception with listing the percentage that the test(s) would count. I prefer wording that says
"When proctored tests are used as an assessment of student learning for classes taught at a distance, there should be at least two proctored tests including the final exam and proctored tests should comprise a meaningful portion of the course grade.”

Personally I’d prefer leaving it more open and not stating a number at all. I understand that others feel differently about this.

I have had quite a few students take classes online from Iraq or Afghanistan. I make arrangements with their immediate officer to supervise testing, but do not really know where they are or if that is the right person to supervise. Some things have to be done on faith, others not so much
