Seeking a paper: the LDC's "Assessment of Fluency and Adequacy in Translations"

Background: I want to cite the NIST machine translation evaluation guidelines
in my thesis. However, they seem to have relied on the LDC, who have in turn
totally rearranged their website and taken everything except refereed papers
down.

In summary, I am looking for this doc:

Linguistic Data Consortium (2005). Linguistic Data Annotation Specification
Assessment of Fluency and Adequacy in Translations, (used to be linked from
http://projects.ldc.upenn.edu/TIDES/tidesmt.html ), this was apparently
revision 1.5.

The Wayback Machine has the page but apparently not the actual PDF :( :( :(

If anyone has a copy of that PDF or knows where to find it, can they let me
know off-list?
