The days when California's public colleges and universities were
tuition free are long gone. Yet the state persists in maintaining the
fiction that tuition is not charged California residents when they
attend a public college or university within the state. Though the
"education fees" charged to students now cover a substantion fraction
of the educational costs at these institutions, the word "tuition" has
been avoided both on the campuses and in the Legislature. For a long
time this was just a matter of semantics. But recently, this
distinction has begun to have real financial consequences.
