Same people who killed the electric car and promoted the SUV, I'd say.
Same people who turn a blind eye to bicycles and alternative
transportation. Same people who only care about short-term profits.
Now the winter simply disappeared in North America. But summer is
cooking in Buenos Aires, in case you say "balmy weather" is a
desirable outcome.
Like everything, the weather affects different species differently at
the zoo...

I'm not a "happy bear," but neither I'm a "desert lizard" to deal with
cooking summers, where people stay in air conditioning. And that's
because I like to be "out of the cage."
