In the eye of the storm

The pretence
The House of Saud desperately pretend that the current
crisis is between two foreign entities, and that it
concerns them no more than it does any other Arab country.

The truth is that the course they chose is both evasive
and affected; a policy designed to limit their embarrassment
and postpone facing the fact that the Kingdom of Saudi
Arabia is in the eye of the storm.

The Kingdom features prominently in the current crisis,
in cause and consequences. Bin Laden himself is a citizen
of that Kingdom and so are the majority of his followers.
The most serious repercussion of what has happened might
occur in the Kingdom. Saudi Arabia is in the thick of it
as the confrontation takes the form of a war of faiths.
It is to be noted that the kingdom faces the crisis while
in a fragile state brought about by its worldly and
religious decomposition.

The Saudi role
The Saudi role in causing the crisis deserves a close
scrutiny. The fallout of the Gulf war and the behaviour
of the Saudi regime towards movements calling for reform,
peacefully or otherwise, and the way it dealt with US, are
factors that deserve scrutiny in detail.

The Saudi role: The Gulf war and the great shock
The 1990-1991 crisis in the Gulf was in itself an eye-opener
for the people in the region. It revealed the dangerous
realities of politics, economics, the laws, civil rights,
external relations and other facets of the state. But what
really shocked the public was the scandal of the armed forces.
For decades astronomical figures were spent on equipping its
armed forces, then with the first sight of danger, the rulers
were the first to admit that there was no army capable of
defending the country and that the task will be contracted
out to the Americans.

With the shame of having no armed forces, and with the
American staying in the Kingdom to protect it, there started
a campaign calling for reform by peaceful means led by clerical,
academic and legal personalities. The peaceful reform
programme --before it was crushed by the state-- satisfied the
aspirations of the masses while swaying them from resorting to
violence to achieve reform, despite the deep insult caused by
stationing an infidel army on the Arabian soil.

The Saudi role: Oppression as substitute to reform
When the state chose to oppress that peaceful movement and imprison
its leaders, it was natural that some decided to resort to force,
especially against the American military presence. The regime thought
that the way out was merely to heighten its oppressive measures and
commit more and more people to prisons and torture chambers.
The opposition became convinced that nothing other than an American
client regime could wage war with such voracity against its own people
to protect the presence of foreign non-Muslim forces on the
land of Arabia.

At this point, there was a hot debate within the violent opposition
circles between those who wanted to direct violence against the regime
and those who wished to bypass the client and attack the master.
The latter saw that by attacking the puppeteer the puppets would seize
to function and it seems that they won the debate.

The Saudi role: Economy with information
The regime purposefully hid the truth about the opposition, peaceful
or otherwise, from the Americans for fear that it might lead their
masters to withdraw confidence in them and seek other clients.
The rulers exploited the deficient American methods of information
gathering and their reliance on technology. They succeeded in cheating
their American masters about the identity of those responsible for
Al-Khubar. They went on hiding the truth even after the events of
Nairobi and Dar es Salaam while bin Laden's extended organisation was
in Saudi Arabia and not in Afghanistan. Even today, the Americans are
unaware of the fact that the majority of bin Laden followers and
sympathisers are in the Kingdom.

The Saudi role: Islamic and strategic consequences
The Americans classify the Kingdom as a Grade A area of influence.
Yet they are unable to deal properly with it because of their
ignorance of the cultural, religious and social settings and because
they rely on what the House of Saud offer by the way of information.
A challenge that arises in Saudi Arabia is more potent than that coming
from Afghanistan, because it will damage the US interest more effectively
and any changes in the land of the two holy shrines would more readily
trigger a worldwide Muslim reaction to it.

The Saudi bin Laden
Bin Laden was born and bred in the Kingdom. It is his homeland.
In it he has his roots and his kin regardless of the regime decision
to withdraw his Saudi citizenship. No one pays attention to the
withdrawal of citizenship except the Saudi media, which is instructed
not to call him Saudi. His Anti-American campaign stems from the fact
that he is from the Kingdom that plays host to American troops having
fought against a regime that played host to Soviet troops in Afghanistan.

The Saudi bin Laden's network
Around 80% of bin Laden's followers, throughout the eighties and now,
are Saudis. Sympathy towards him and his cause is at its peak in the
Kingdom. He commands the love and respect of all sections of the
society including the non-religious. When Al-Jazeera channel showed an
interview with him recently, the streets looked deserted. This is
because the man himself is a local who maintains a traditional network
of relations, religious sentiment is more evident in the Saudi society
and because he opposes a regime that indulges in corruption and oppression.

The Saudi suspects

The Saudi interior minister, Prince Nayef, and his brothers were manifestly
dismayed by the Saudi names in the suspects list. They tried to exaggerate
the amount of errors in compiling the list. But whatever they say does not
diminish the significance of the revelation that the Saudi nationals
account for most of the suspects. This confirms what was said above about
the composition of bin Laden's network.

The Saudi legitimacy
The Americans tried desperately to remove the ideological dimension from
the confrontation that has started. But that was in vain. The matters of
faith and creed are evident in the identity of the perpetrators, the
target, the repercussions and the style of mobilisation adopted by the
US. What is interesting here is that the Taliban stole the limelight,
in religious adherence from the Kingdom whose rulers proclaim religious
adherence to the Wahabi principles. And while more moderate scholars in
Egypt and elsewhere voiced their opposition to the American stance,
the House of Saud ordered a string of fatwas in support of the Infidels
to strike against the believers.

Religious and worldly deteriorating Kingdom

The current confrontation occurs while the Saudi regime suffers a
mush weakened religious and worldly authorities. Religiously, their
legitimacy lies in tatters; only a very few now accept the religious
authority of the rulers. The events erupted after the loss, by the
regime, of two symbols who bestowed some credibility on them.
Those who inherited the mantles of bin Baz and ibn Uthaimin are
unlikely to be worthy of their inheritance.

The loss of religious legitimacy coincided with deteriorating
social and welfare conditions. Unemployment is now rife, social
services have collapsed, corruption, moral and financial, is on
the increase and there is a marked increase in ethnic
discrimination. What incites people further is that the ruling
family lives in ever expanding luxury. Without exaggeration, the
keep of one member of the House of Saud costs the state the
equivalent of what is spent on five thousand ordinary citizens.
It is worth noting that the regime has no political party or
military backing. It exists solely on the inherited prestige of
the founding father. This fragile prestige could easily crumble
once a major event breaks the psychological barrier.

What influences the Saudi decision?
The kingdom finds itself in the eye of the storm while in tatters,
how would the regime make its decision and what are the factors
they take on board when making these decisions?

For a start we must exclude the public opinion as an input in any
decision-making mechanism. The House of Saud never allowed the
public or the nations interests to be a factor in their decisions
save for instances when they measure the public opinion to devise
safeguards against an unwelcome reaction to their deeds. Thus, any
assessment of a Saudi decision should be viewed from the pinnacle
of the immediate interest of the ruling family. However, the rulers
take into accounts the following factors:

Subservience to the US
Subservience to the Americans is the first and the most important
factor of decision-making. Any deviation from that, especially in
foreign policy, is nothing more a slight subordination and never
an out right rebellion. The House of Saud chose to link themselves
inextricably and became a tool to execute American designs to
control oil resources, neutralise Islam as a force and guarantee
the security of Israel. The behaviour of the Saudi officials in the
current crisis saves us the trouble of proving this point.

The desire to get rid of bin Laden
The desire of House of Saud to destroy bin Laden exceeds that of the
Americans. The man is a constant source of embarrassment for the
regime. He calls them traitors of Islam and enjoys a wide spread
respect and popularity in the Muslim world. Also, they desire to
destroy him in order to decimate his followers who threaten the
regime. The House of Saud financed many attempts to assassinate
bin Laden, on their own and in cooperation with the US and Pakistan.
This makes them willing to cooperate now with the US or any other
party to destroy him. They even think that capturing him alive will
deal a big blow to the morale of his followers. Turky Al-Faisal,
until recently the head of Saudi intelligence, once told Mullah Omar
that he wished bin Laden to be handed over to the Americans, not to
the Saudis. Prince Abdullah, the heir to the throne, is the most
zealous advocate of destroying bin Laden because he envies
his popularity.

The desire to destroy the Taliban
The Taliban left the decision to surrender or keep bin Laden to the
ulema even though the outcome threatens their very existence.
That says something about their true and heartfelt adherence to
the diktat of religion. This model of governance is acutely
embarrassing to the Saudi regime. The Saudi rulers have always
harboured enmity against any Muslim Sunni model that would expose
theirs to be hypocritical. That goes some way in explaining their
stances against Islamic movements in Sudan and Algeria.

They attempted to buy off the Taliban and to contain them.
When they realised that the Taliban were not for sale they
connived with others to destroy them, but to no avail.
They now see a good opportunity to get rid of that source
of embarrassment and to create a Saudi, i.e. American, brand
of Muslim government in Afghanistan.

The fear of an interior backlash
The House of Saud realise that there is an internal threat to be
taken into account when making a decision. They know that
bin Laden commands an enormous respect in the Kingdom.
They are aware that he has armed followers well trained and
ready to act. They perceive, rightly, that there are others who
are not followers of bin Laden, yet are willing to emulate his
conduct. But they are not certain about their numbers and their
plans. Hence there is a dilemma that will force them to be
cautious in their support of the US against the Afghans
and bin Laden.

The banner of Islam
The house of Saud realise, through the havoc of the current
crisis, that they cannot afford to neglect their pretence of
being the bearers of Islam's banner. They know that any slip
in this charade might expose them as unworthy of ruling in
the name of Islam. If we take into account what we have
mentioned earlier of the weakening of the quasi-official
religious establishment, which provided them with an alibi
to cover their lies and hypocrisy, and with many fatwas
emanating from respectable authorities outside and inside
the Kingdom calling for jihad and prohibiting aiding the
infidels, they find themselves under siege. They cannot
blatantly confess to being utilitarian when it comes to
religion, using Islam when needed to further their interest.
Thus the current crisis might be the last nail in the coffin
of their legitimacy. If they calculate that the current
conflict will be similar to that of the Gulf war and that
the official religious establishment will rescue them, then
they are bigger fools than we thought.

Cooking the books

The Saudi rulers are not about to abandon the policy of
cooking the books in order to belittle the magnitude of
opposition for fear of loosing America's confidence in
their regime. They now need to hoodwink the Americans
more than before, especially after it became evident
that bin Laden's influence extend well into the Kingdom
and there are other forces within their realm that could
erupt when the conditions are ripe. As for the Americans,
they don't seem to have any alternative source for
judging the reality in the kingdom, mainly because of
their heavy reliance on technology as opposed to human
intelligence. Thus they will remain ion the dark until
the nasty awakening. Then, they will discover, rather
late, that the House of Saud had misled them.

What next for the House of Saud?
We now know that the regime is disconcerted, shocked and
frightened. It finds itself in a tight situation torn
between the demands of the American masters and the
requirements of their survival. In addition to placing
the armed forces, the security forces, the royal guards
and the intelligence services on red alert, the Saudi
rulers decided to move in the following directions:
first, continue to obscure the picture for the Americans
for the reasons stated above. Second, encourage the
Americans to strike at the Taliban and bin Laden and
convince them that this is possible. Third, belittle
bin Laden through the Saudi media and portray him as
too feeble to undertake operations such as those in
New York and Washington. Fourth, mobilise certain
intellectuals, writers, clergy and contributors to
chat rooms on the net to depict bin Laden and his group
as transgressors of the commands of Shari'a whole
promoting justifications to attack Afghanistan.
Fifth, provide the Americans with the maximum logistic
support as covertly as possible. Sixth, arrest all who are
likely to sympathise with bin Laden by degree, i.e. arrest
a group and carry out the second round of arrests after
measuring the reaction to the previous arrests.

What will the US do with the House of Saud?
It seems that the Americans will be satisfied with the
logistic support from the Saudi. They will of course ask
for more intelligence information from them, but they will
not know how much information their client has hidden from
them. They will not change their policy towards the regime
unless some drastic event initiated by bin Laden, the masses,
or by a sudden eruption of disputes among the members of
the ruling family following the death of King Fahd, occurs
during the current crisis. A new American stance does not
necessarily mean a wiser stance. In Pakistan, they can see
and feel that the people of that country are willing and
ready to attack the American presence on their soil and yet
they carry on harassing the Pakistani government to allow
them to use the country as a springboard to
assault Afghanistan.

American intellectuals issued a communiqué
addressed largely to the Muslim world titled

"What We're Fighting For".
The communiqué amounted to a Declaration of
Position on the American war on "terrorism".
In it, the signatories sought to found moral
justification for their countries military
strikes in Afghanistan and to legitimise
any forthcoming attacks in America's
on-going military campaign. This is a
response to the said communiqué drafted by
the Movement for Islamic Reform in Arabia.

In your communiqué, you claim that the American values
and principles are a model to be followed and sought
to market them to Muslims. You further claim that
Islam cannot be both a religion and a basis for a state
and asked Muslims to separate the state and politics

basis for the state is more profound. When you promote
your values and claim that they encompass freedom,
justice, equality and preservation of human dignity,

rulers and intellectuals who try to flatter you and
present you with an image of Islam which suits you,

choose half quotes and misrepresented dictums, the
truth remains that Islam, as you may know, really
calls on its followers to overcome opponents and reach
the whole word with its universal message.
Muslims believe that Islam is not a list of suggestions
put forward by intellectuals but a religion based on
scriptures emanated from God. Muslims belief in God
means that their texts provide superior values to
those you adhere to. They believe that they are your
superiors in interpreting and understanding life, man,
the universe and history. If you happen to be well
enabled politically, militarily, economically and
technically at this point in time, then that does not
prohibit their religion from propelling them to
challenge all your abilities and overcome them.
As long as you remain convinced of the superiority of
your values and Muslims maintain their immovable belief
in what they have is divine, you have no alternative
but to admit that you and Muslims are on a collision
course. No one who aims at turning this confrontation
into a peaceful dialogue shall succeed. [...]

It finally happened. Access to space became cheap enough so that
the average "Joe" and "Joanne" could venture beyond the bounds of
Earth, and long-duration space habitats became robust enough to
provide reliable places to live once they got up there. We truly
became a "spacefaring" civilization. The face of humanity changed.

It didn’t quite evolve as expected. Sure, we finally made that
grand observatory and hotel on the Moon, had a multinational
colonization of Mars that made the International Space Station pale
in comparison, and even sent out interstellar probes. But after
the novelty of Moon vacations and zero-g sex wore off (space sickness
really put a damper on those romantic weekend getaways), the humanism
of space took on a more human course of events.

As it turned out, it wasn’t the average Joes and Joannes who went
out in search of adventure. Instead, it started with hordes of
self-proclaimed misfits that finally escaped the bounds of
Earth -- specifically escaping the oppression of the authority
figures that had the audacity to expect them to obey laws and
social norms. Individuals and clusters of subcultures set up
residency in space to create their own little worlds on whatever
piece on non-Earth territory they could find. Asteroids became the
favorite homesteading choice for these escapists. Mars and the Moon
had too much of that old Earth-culture to be attractive.
Religious cults, hate-mongers, and ultra-geeks each claimed their
piece of a rock. In isolation, their cultural diversity blossomed.

Enter stage two. Medical needs and simple cravings drove these
escapists to invite the mainstream humans out to service them.
Roving med-service and fast food space ships made weekly runs across
the asteroid belt. And this created another shift. Although space
habitats were built to be self-sufficient (which meant they didn’t
need further investment once purchased) junk food and medical help
cost money. Now the escapists needed jobs. Some, like the
ultra-geeks, had no trouble pulling in finances over the Internet
with their intellectual services, but other groups turned to some
of the oldest professions including, among other things, piracy.

Space Pirates evoked the need for space patrols. This meant that those
old authority figures were back again, but now they were the outsiders.
Skirmishes broke out like dogs barking at night. And it wasn’t just
the escapists versus the conventionalists. The inherent diversity of
the various escapists combined with their human instincts for
territorialism, led to battles amongst the groups. With zeal akin to
religious righteousness, the cries went out: "My way is the right
way ! convert or die!"

Meanwhile, as these "cultural exchanges" ran their course, another
technology infusion made a dramatic impact. Drawing on genetic
engineering and biomechanical technology, it became chic to "reinvent
yourself." The ultra-geeks now had the resources and will to modify
their own bodies to be better suited to their new space environment:
rad hard, micro-g adapted, power boosted, and so forth. Some even
went as far as to mutate themselves into having insect-like
exoskeletons to endure the space vacuum, complete with eyes in the
back of their heads and appendages armed with automatic targeting
weapons. Even though life on Earth remained pretty much the same,
this engineered biodiversity flourished in space beyond terrestrial
imagination.

Survival of the fittest eventually ran its course. What remained to
dominate the space frontier no longer looked quite human, but still
retained all the instincts for territorial and conquest of their
human origins. The face of humanity had literally changed.
