It is a writing competition and one of the judges is Guy N Smith a published
horror and sci-fi writer The site also says there is a chance of publication

You could also consult an appropriate guide for this sort of thing. In the
UK, the Writer's & Artist Yearbook, or The Writer's Handbook. For further
afield, Willing's Press Guide (international volume) should be available in
major libraries throughout the English-speaking world. Hell, it is even
available in 5 different libraries in Berlin.
