Good "cleaner" app for early Windows PC?

Buying an old ISA-bus PC (need for a legacy card -- don't ask...) and the
seller (well, technically, the "giver") wants to erase private data before I
can have it.

For Windows 3, what is a good utility to erase caches, mail folders, etc.,
anything containing user data?

Oops... the PC has Windows 2000.

I'd encrypt all (sensitive) folders, before removing them.

Wipe the drive with DBAN http://www.dban.org/ then resinstall the OS?

My goal is to not to have to reinstall windows. I'd prefer to make this as
easy as possible.

IMHO the best "cleaner" is clean install of newer operating system (Windows
2000 -> Windows XP for example)
