help - my mouse is acting up

I have just started having difficulty trying to "MOVE" od SIZE" windows with
my mouse. I can manipulate borders of windows normally in Program Mgr only.
Anything else, such as this e-mail, does not respond to "dragging". I can
sometimes move the border or window in jumps, and if the window goes off
the screen, I can't get it back. E-mail or call 908-245-5920; any help
