Does anyone know a why this is happening when i try to install a
program? It tell me to make sure i finish any previous setup and close
other applications.
I close all applications and turn off firewalls and virus scans but
still it comes up.

Have you tried re-starting windows, then trying the install again?

You have some previous installation entry in:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnce
Clear it out.
