Levin suggested broadcasters might want to consider
returning their spectrum in exchange for a share in the
billions of dollars that would come from the auction of the
spectrum to the wireless industry.

So I've been doing periodic searches of the radio waves that the Uniden
BC898T scanner I own can receive...
There is NOTHING NEW to find that I don't already receive--no new analog
transmissions with emergency service transmissions, no new digital
transmissions either (which would still be received as a rapid jackhammering
sound even with an analog radio scanner).
Some digital services sound the same on a scanner as the receiver
noise. The human ear, for all its ability, may not recognize the
pseudo-random "noise" that is a digital signal.
Related: When you tune an analog TV to an unused channel, are you
absolutely sure that there isn't, in fact, a digital transmission on
that channel? The appearance on-screen is virtually identical. Same
with scanner audio.
Best wishes,
Sal

Our health care system is the envy of the world. The fools in
Washington are using it as a trick to bolster their future
electability. They must be persuaded to stop the foolishness.
