No, but Ctrl-End gets you there without scrolling.
Also it is often a good idea to delete quite a lot of the message you are
replying to leaving only the particular point you are responding to.

CTRL-END positions the cursor there easily.
Anyway, one of the first things I learned when I started using Windows
is to position the cursor correctly before typing. That can be done
with the keyboard or with the mouse, whichever is most convenient.
